Laughable Ordinances

Have y'all read the new ordinances City Council passed last week? They would be laughable if they weren't so ridiculous. This city is sooo obviously run by grumpy old grandpas it's brings up images of the book 1984.

My favorite is the new Noise ordinance which bans the playing of "phonographs" loudly if it bothers a "reasonable person." Does anyone under 30 even know what a phonograph is?

Sounds like they need to get with the modern times! Haven't they ever heard of 8 track tapes?

This ordinance is even more stupid in light of the fact that the city already has a noise ordinance! This reminds me of the Florida legislature taking time to vote on the state sand! Don't these people have better things to focus on?

Here is the phonograph reference.

Radios, loudspeakers, musical instruments.
The playing of any radio,
television, phonograph, computer, loudspeaker, megaphone, amplifier, or
musical instrument in such manner or with such volume as to annoy or
disturb the quiet, comfort or repose of persons of ordinary sensitivity in any
dwelling, hotel, or other type of residence.

They need to define "ordinary sensitivity". Also it says in any (does that mean inside?) dwelling, hotel,or other type of residence.. Also is there an exemption for noise coming from any outside venue such as a city sponsored concert? Last but not least. does it infringe on ones personal libertys (think bill of Rights) or is it constitutional?
